Who is allowed to order an Ontario driver record
ServiceOntario states plainly that anyone can order a 3-year driver record if they provide a driver's licence number. Ontario's restrictions attach to the record type rather than to the requester: any record that includes an address is limited to the driver themselves or to an authorised requestor holding a signed contract with the ministry, and a driver's licence history can only be ordered by the driver or by a Canadian law enforcement agency.
The rule, in the ministry's words
"Anyone can order a 3-year driver record if they provide a driver's licence number." That is ServiceOntario's own sentence, and it is the reason a driver's abstract can be ordered in Ontario without a consent form.
The counterpart sentence on the same page draws the boundary: "A driver's licence history can only be ordered by the driver themselves or by a Canadian law enforcement agency."
The address is the dividing line
Form SR-LC-112 is explicit: "Any request for a record with an address is restricted to persons requesting their own record, authorized requestors eligible to receive address information (must provide authorized requestor number)." Businesses can become authorised requestors by meeting the ministry's criteria and entering into a contract with it.
So Ontario has two versions of the same record, differing only in whether an address is printed on it, and they have completely different access rules. That distinction is the whole basis on which anyone other than the driver can order one at all.
What that means for a service like this one
We are not an authorised requestor. We hold no contract with the Ministry of Transportation and no requestor number, and we are not going to describe ourselves in terms that imply otherwise.
What follows is that we sell exactly one record - the 3-year, uncertified, without-address one that the ministry says anyone may order - and we do not sell the with-address version, the extended record, or the licence history. Those are not products we have chosen not to offer; they are products we are not permitted to obtain.

Can I order a record for a family member?
