What a CVOR driver abstract is, who can order one, and how it arrives

CVOR is Ontario's Commercial Vehicle Operator's Registration system, and the CVOR driver abstract is the ministry's record of one driver within it: in the ministry's words, "a five-year record of collisions, safety-related offences, convictions and inspections relating to a driver", which "only includes information about when the driver was operating in Ontario" and "shows the driver licence status and medical due date". The ministry says it is "available to the general public", and its online order form takes the driver's licence number and shows the result on screen: the abstract "can be viewed online, saved and printed". Not the same thing as a driver's abstract

The ordinary Ontario driver's abstract is the 3-year driver record: convictions, suspensions and demerit points for any driver. The CVOR driver abstract is about commercial driving specifically - collisions, safety-related offences, convictions and inspections recorded against a driver while operating a commercial vehicle in Ontario - and it reaches back five years. A driver who has never operated a commercial vehicle will have very little on it. Someone who asked you for "your abstract" almost certainly meant the 3-year record; someone who asked for "your CVOR abstract" meant this. The two set side by side is the fastest way to tell which you were asked for.

It is also not the CVOR carrier record. The ministry sells two of those - a Level 1 abstract against a CVOR number, and a Level 2 record that only the carrier itself may order - and both are about a company's safety rating rather than a person. Form SR-LC-112 lists the driver abstract separately.

What the ministry needs, and what it shows you

The ministry's order form asks for the driver's licence number - up to ten of them per order, one abstract each - and nothing about the requester. It states that the product "can be viewed online, saved and printed for your future reference", and warns that "you are about to enter sensitive information" that is "encrypted for privacy while in transit". There is no emailed copy: whoever places the order is the one who sees it.

That is the fact that shapes how we sell it. On every other record the ministry delivers to you and we never see it. Here the ministry would show the abstract to our system, so our system saves the PDF and emails it to you in the same run, from our own address, and keeps nothing: the file is never written to a database or a disk, never opened or read, and if the email fails there is no copy to recover, only a new order. The product page, the receipt and the privacy policy say so in the same words.

Common questions

Do I have to be a commercial driver to order one?

No. The ministry says the CVOR driver abstract is available to the general public, and its order form asks only for the driver's licence number. A driver with no commercial history will simply have an abstract with little on it.

Does it include my driving outside Ontario?

No. The ministry states the abstract only includes information about when the driver was operating in Ontario.

Why is this the one record you email yourselves?

Because the ministry shows it on screen to whoever orders it and emails nobody. For every other record the ministry delivers to you directly. Here our system saves the PDF the ministry shows and sends it to you, then drops it; we keep no copy.

Is there a certified CVOR driver abstract?

The ministry does offer a certified version. We sell only the uncertified one, and the ministry's page does not say how a certified copy is delivered, so we do not quote a time for it.
